Lay the assembled gear cover down on suitable
blocking with the inside facing up.
If removed, install the shouldered bolt (22) in
boss on gear cover and tighten securely.
If removed, install bracket (18), securing with
nut (19), lockwasher (20) and capscrew (21).
Tighten securely.
If removed, install outer speed control lever (14)
to inner speed control lever (2), securing with hex
nut (15), lockwasher (16) and capscrew (17).
Coat new preformed packing (13) with lubricating
oil and install in outer groove of speed control
shaft (12).
Install adjusting screw (8), locking tab (6) and cas-
tle nut (7) on the governor arm (5). Do not bend
locking tab at this time.
Install inner return spring (3) in governor arm (5),
positioning as noted during removal.

Install control plate (11) and assembled speed
control levers (2 and 14) on end of shaft (12), en-
gaging small hole of lever (2) with pin on shoul-
der of shaft (12). Secure with lockwasher (10)
and nut (9).
Slide outer return spring (4) over the shaft (12),
and hook spring leg in the notch at middle of the
control plate (11).
10. Slowly insert the shaft (12) through the bushed
hole of gear cover and guide the assembled gov-
ernor arm (5) onto the shaft. With the control
lever (2) turned down and yoke of governor
arm (5) up, work the leg of return spring (3) into
notch on end of the shaft (12).
11. Continue to push the shaft (12) in while turning
the control lever (2) counterclockwise to horizon-
tal, lifting governor arm to clear primer and engag-
ing yoke of governor arm (5) with the small pin on
lever of the fuel injection pump. Secure shaft with
retaining spring (1) when groove is fully visible in-
side the gear cover.
